SYC Island Dock Replacement Christening |
||
| Dan Walter’s Financial Planning Committee’s 2009 Island Dock report called for repair of the island docks by replacement. Commodore Hubble appointed the Island Dock Committee 6-members with Ward as chair of the Volunteers. Our committee met regularly for the next 9 months to compare construction merits and alternatives, permit requirements, marina bidders qualifications, dock walk surface, cleats, power pedestals, and utilities within dock structure. We toured 7-local dock builder projects, the highlight of which was the Commodore’s paying for our lunch. Committee members Baker and Harris started design drawings and applications were submitted to Federal, State, and local Agencies. We let design-bid documents out to 5-dock bidders. The successful bidder, J.B. Morais, West Coast Docks, Inc., received SYC’s Intent to Award on March 8, so we could start the Federal, State, and local Building approval process. JB’s dock subcontractor, Atlantic-Meeco, in Oklahoma, provided drawings to SYC April 12. After the City issued the conditional building permit about a month later, the Agreement between SYC and West Coast Docks was signed. SYC issued the Notice to Proceed on July 1. Tom Harris commenced ordering long lead-time electrical panels & breakers, pedestals, and strut, while Kent Baker & Jim Cameron worked on the plans for ADA parking construction. The Committee reviewed the SYC Volunteer work schedule. Stan Westerlund agreed to be Volunteer Foreman with expert assistance from Bill Carter and Harris. Lenert & Hardin’s floating bridge, party barge and SYC workboats were a major element of the project’s logistics. Building the Hubble Tower mezzanine on August 24 allowed disconnecting utilities from Hubble Landing and the Island Tower. Ultimately the Committee was blessed with a total of 36 SYC volunteers for ADA & dock utilities work. They skillfully removed the existing wiring & conduits for JB’s crane. On Sept. 13 they started removing the island gangway, tower, and stairs. They reinstalled the new docks, pile guides and gangway, tower & stair, which they finished 2-weeks later. JB was ready for SYC to install under deck conduits, water, and telephone and wire the new panels and pedestals. Morris Lum got terrific pictures of the construction, which are on the poster & lobby PC. With the both SYC Docks & ADA, and West Coast Dock portions of the Project on schedule, a month later, the Building Inspector made the final inspection of the electrical. On Friday Oct. 15 Substantial Completion Notice went to West Coast Docks, Inc. In the Tuesday November 2 Sacramento Bee, Bob Shallit’s column highlighted SYC & our neighbor across the river with unfinished docks in his article entitled "Tale of Two Docks." |
